Instead of sending heavy tool sets at every step, the Desktop agent loads them on demand (read_skill). This lowers token usage.

These skills are different from the ones in the catalog: you don't add them to your list. The Desktop agent loads the tool set a job needs at that moment, so only the tools needed are sent to the model at each step.
